Federal Student Loans Helped Inflate College Prices. The New Earnings Test Is a Useful Correction.
Evidence supports a federal-loan-to-tuition pass-through in some sectors, especially where schools can capture added credit. But the new earnings rule is not a price cap, and private debt is not a safe substitute when a program loses federal loan eligibility.
